What have I done?

Removed "discussion" template file (unused)
Reordered templates
Added link to forum for discussions
Added link to https://github.com/privacytoolsIO/services/issues/new for "services" issues
Fixed the weird thing where the "I will keep the issue up-to-date..." checkboxes weren't working
Clarified that "website issues" should only be used for very specific problems

Why?

Because we have a new repo for service issues
Because I don't like seeing "🌐 website issue" on issues that are not related to the website itself

LGTM, I am not certain on removing DNS template, but it can still be found from CONTRIBUTING.md

So what changed here? Did I accidentally use (non-breaking space) instead of a (normal space)? Finnish keyboard makes that far too easy and my customization at times gets forgotten.

I am not certain on removing DNS template

It just seemed weirdly specific to me, like we don't have similar templates for email providers or whatever. Probably better to modify the software suggestion to include info you want about providers, or add a separate "provider suggestion" template that is more in-depth but also generic if someone wanted to recommend a VPN or an email service or [...].
