As the subject suggests, the requirement of registration on StartTLS list
should be removed from criteria for email provider recommendations.

EFF is shutting down the StartTLS
https://www.eff.org/deeplinks/2020/04/technical-deep-dive-winding-down-starttls-policy-list.
As such, there's no reason to still mandate it as a "minimum to qualify"
criterion.
