We just installed Signal 4.50.5 on Android 9 (via Android x86). You still have to enter a valid phone number during registration. As before, you can register any phone number. However, you must be able to receive an SMS or a call to confirm ownership.

Currently, the UUID is likely used for internal management purposes, not to allow people to use another primary identifier. This can change, of course.

We just installed Signal 4.50.5 on Android 9 (via Android x86). You still have to enter a valid phone number during registration. As before, you can register any phone number. However, you must be able to receive an SMS or a call to confirm ownership. Currently, the UUID is likely used for internal management purposes, not to allow people to use another primary identifier. This can change, of course.

"USERNAME_DESCRIPTION" = "Usernames on Signal are optional. If you choose to create a username other Signal users will be able to find you by this username and contact you without knowing your phone number.";

We don't know.
It is not possible to register 4.50.5 without a phone number.
Your quoted text reads like "You still have to register using a phone number, but additionally you can add a username so other Signal users can find you using this username (without knowing your registered phone number)."
